  Being rated the number 1 public university in the world doesn't exactly scream "screwed" to me.
  
  and being rated the 21st best university in the world (these rankings do not just include US colleges) also strikes me as something other than "screwed."

    It's "America's Best Colleges". I'm pretty sure several Canadian colleges would beat USC if it was even looking at all the Americas ;-)
